Confidential Close Call Reporting System (C3RS)

Confidential Close Call Reporting System (C3RS) is the newest movement in the railroad industry. It is a research program that has joined the Hile Group together with the John A. Volpe National Transportation Systems Center, Federal Railroad Administration (FRA), Bureau of Transportation Statistics (BTS), and Peer Review Teams (PRTs) from participating railroads. Our collective goal is to report and analyze close call incidents that happen on the railroad. By looking into close calls of minor incidents, actions can be implemented to prevent reoccurrence and the potential for more serious events.

At this time, Hile Group is the only consulting firm that facilitates the C3RS effort on behalf of the FRA. Proudly, we use our industry know-how, safety commitment, and consulting skill sets to:

  • Support industry-wide cooperation and culture change
  • Facilitate away from old “management vs. agreement” tensions
  • Coordinate PRTs in multiple-cause incident analysis (MCIA), submission of information to the BTS, and implementation of action items on the ground.

With our help, participating railroads generate confidentially reported data. The BTS and participating PRTs analyze these reports to uncover emerging trends and identify countermeasures.
